The Voinovich Collections Fellowship is a competitive stipend program for two tenure-track faculty members who utilize the Voinovich Archival Collections website and associated digitized content in their classroom. The named faculty members will work with the Ohio University Libraries to choose documents from the physical Voinovich Archival Collections that will be digitized and integrated into the classroom.
What are the Voinovich Collections?
The Voinovich Collections comprise four sets of archival collections created by three of the offices held by George V. Voinovich; Mayor of Cleveland, Governor of Ohio, and United States Senator, and his various campaigns. Available through an innovative digital home, the Omeka-based archival website allows user to explore exhibits composed of material from the collections, view multimedia pieces, and learn about George Voinovich’s impressive 45-year career in public service. In addition to the digital location, the Voinovich Collections are physically housed at two institutions— the Ohio University Libraries and the Western Reserve Historical Society.
Topics contained in the archive include:
- Utilizing public private partnerships as a way to strengthen city and state government and how those partnerships encourage the best use of human capital and empowerment through total quality management techniques.
- The metamorphosis of Ohio’s school choice program, including the Cleveland’s School Voucher Program and the Zelman v. Simmons-Harris Supreme Court case which ultimately found the voucher program constitutional. In addition, policy in Ohio, the District of Columbia and on the national level which strived for equitable funding for early childhood education schools and programs.
- Evolution of contemporary health care policy in the United States from the Health Partnership Act, to the expansion of Medicare Part D, and the eventual passage of the Affordable Care Act.
- The passage of SAFETEA-LU and work towards its reauthorization, ensuring a robust highway bill that would raise the revenue needed to have a self-sustaining Highway Trust Fund.
- Environmental Issues including failure of the US Government to support clean coal technology in order to take advantage of the 250 year coal reserve in the US and the missed opportunity to reduce greenhouse gas emissions internationally. The policy behind the opposition effort that killed the passage of CAP and Trade legislation because it did not harmonize the nation’s energy, environment, economic and national security policies.
- The significance of the expansion of NATO and its impact on the relations between the United States and Russia. 10 year effort to encourage the former Yugoslavian nations to become members of the European Union and NATO so those nations could become self-sustaining sovereign nations. As well as, policy work surrounding Senator Voinovich’s involvement in the Balkans and Southeast Europe throughout his 45 year career in public service.

Fellowship Details
- Two stipends of $1,000.00 each plus travel expense for one trip to Athens (Ohio University Archives) or Cleveland (Western Reserve Historical Society) to be covered up to $500.00.
- In the first semester, the professor will participate in a document selection process. They will work with the Curator of Manuscripts at the Mahn Center for Archives and Special Collections at Ohio University, or a representative at Western Reserve Historical to select materials from the archives. In the second semester, the professor will integrate the selected material into their class.
- Two Fellowships:
- Fellowship #1: One professor will be selected for a term to commence fall 2014 semester through spring 2015 semester.
- Fellowship #2: One professor will be selected for a term to commence spring 2015 semester through fall 2015 semester.
- The expectation of the professor awarded the stipend is that she/he will participate in the document selection process, use the material and the website in their class during their assigned semester, and promote the website and fellowship program to their colleagues.
Application Process
Interested faculty should submit a CV and a letter of intent to the Voinovich Collections Fellowship Selection Committee. In the letter of intent candidates must describe their background, their interest in the archives and in what class/subject they plan to utilize the archives, a general description of how they would engage students with the archives and what fellowship term (1 or 2) they prefer to serve. The selection committee reserves the right to make the final decision on which term each fellow will serve.
